has almost 3 decades of health and social care experience — from frontline roles to strategic leadership. Her visionary, person‑centred approach has steered Starlight’s expansion in specialist residential services.

 Neil Draper

is responsible for the regulated activity of accommodation for people requiring nursing or personal care, ensuring all Starlight homes meet stringent regulatory standards. He serves as the principal liaison with inspection bodies and oversees the quality and safety of care, safeguarding residents’ well‑being and upholding legal and ethical requirements.

 Debbie Scrivens 

has worked in complex care since 2012, rising from Care Assistant to Operations Manager and specialising in paediatric, tracheostomy, ventilator and high‑dependency support. Her experience underpins her hands‑on, compassionate leadership across all facets of care delivery.
